When driving out on the highway:
All major highways are patrolled by the "Green Angles". These trucks, loaded with tools and driven by mechanics are here for the tourist who has the misfortune of having car problems while traveling in Mexico. Their services of getting you back on your way are free of charge and sponsored by the Mexican Tourist Board. Look for Deep Green pickup style trucks with the utility box instead of the truck bed.
A word to the wise:
The Policia Federal de Caminos (Highway Patrol) in southern Baja tend to be a little more vigilant then other parts of Mexico. They do use radar extensively and driving under the influence is a very serious offense. Last I heard the fine was $1,000 US dollars and the possible loose of the vehicle and they don't take payments or checks! You pay or you stay...
